Was a member of the Indian Administrative Service for 37 years. Held several positions in the IT and related areas, including Secretary, Govt of India, Department of Electronics & IT and Chairman (part-time), Unique Identification Authority of India (Aadhaar).
A pioneer in the design and implementation of e-Government programs and projects in India. Was Associated with over 20 major e-Government projects at the State and National levels. These include eSeva, Passport Seva, MCA21, Bangalore One, AP Online, and eTAAL. Was instrumental in the design of several policies in the ICT sector at the National Level in India, including the policies on cybersecurity and on adoption of cloud technologies (Meghraj).
His recent contributions have been around Enterprise Architecture and Ecosystem Architecture. These include IndEA (India Enterprise Architecture), Agile IndEA, National Digital Health Blueprint(NDHB) and National Digital Education Architecture (NDEAR).
He has been advising the Centre for the Fourth Industrial Revolution, India, World Economic Forum since 2020 on projects concerned with responsible deployment of emerging technologies in the sectors of agriculture (AI4AI), health (FIRST Cancer Care), education (Education 4.0) and AI (AI for India 2030).
He has advised the WHO South-East Asia Regional Office on implementation of digital health programs in the member states during 2023-24.
He is the Chairperson of ‘The DPI Academy’, established in 2024 with the vision of building knowledge and capacities in area of Digital Public Infrastructure for Digital Transformation.
He published two books - ‘e-Government, the science of the possible’ (2003), and ‘Managing Transformation: Objectives to Outcomes’, 2012.
He holds master’s degrees in physics (1975) and Business Administration (1991).
Dr. M. Mahendar Reddy

Dr. M. Mahendar Reddy is a career civil servant with over 36 years of service in the realms of public safety and security. He joined the Indian Police Service in 1986 and served in various pivotal roles until his retirement in 2022.
Throughout his career, Dr. Reddy demonstrated visionary leadership by driving citizen-centric reforms and technological innovations within the police force. As a top-level police officer, he was instrumental in shaping policies, strategies, and their execution, aimed at achieving bench marking standards of public safety and security. His pioneering work in the areas of process optimization, human resource management, technological adoption, and leadership development laid the foundation for Smart Policing Practices. Amongst various roles he served, notable ones include Director General of Police, Telangana State; Commissioner of Police, Hyderabad; Commissioner of Police, Cyberabad; Chief of Intelligence; Chief of Greyhounds, Head of Police Computer Services and Senior Faculty Member at National Police Academy.
Dr. Reddy’s immense passion for leveraging new-age technologies led to transformative advancements in policing. He provided leadership in implementing diverse technological solutions across various domains, including emergency response management, crime prevention and detection, public order maintenance, traffic management, women’s safety, intelligence operations, anti-insurgency and anti-terrorism efforts, cybercrime handling, information security, internal performance metrics, inter-departmental collaboration and community engagement. These innovations have established technology as a critical force multiplier, enhancing police visibility, accessibility, and availability 24/7 for citizens in distress while ensuring transparency and accountability in police functioning, greatly benefiting citizens.
His international exposure to advanced policing systems in the USA and the UK enabled him to integrate global best practices into local law enforcement frameworks. Under his stewardship, the police force consistently delivered services that ensured public trust, safety, and security, significantly contributing to community well-being.
Education: Dr. Reddy holds a Ph.D. from JNTU Hyderabad and a B.Tech from NIT Warangal.
Dr. G Satheesh Reddy

Dr. G. Satheesh Reddy is a distinguished defense and aerospace scientist with a remarkable legacy of leadership in India's defense and technology sectors. As the President of the Aeronautical Society of India, former Secretary of the Department of Defense R&D, and former Chairman of DRDO & Scientific Adviser to the Raksha Mantri, Dr. Reddy has been instrumental in driving technological advancements that have strengthened India's defense capabilities. He serves on the IISc Bengaluru Council and has been a Council Member of IITs, as well as a Special Invitee to the PM-STIAC.
Prior Experience: His journey in defense R&D began at DRDL in 1986, later joining RCI, founded by Dr. APJ Abdul Kalam. As a navigation engineer, Dr. Reddy played a pivotal role in making India self-reliant in navigation technology, developing cutting-edge inertial sensors and hybrid navigation systems. As Project Director, he led the development of India's first guided bomb, paving the way for indigenous long-range smart precision weapons. Dr. Reddy was the chief architect behind Mission Shakti, India's first Anti-Satellite Missile Test (ASAT).
He from the Royal Aeronautical Society, London—a distinction awarded to an Indian for the first time in over a century. His other prestigious honors include the National Aeronautical Prize, Aryabhata Award, Homi J. Bhabha Gold Medal, and the IEI-IEEE (USA) Engineering Excellence Award.
Education: Dr. Reddy holds an MS and PhD in Electronics and Communication Engineering from JNTU Hyderabad, following his graduation from JNTU Anantapur. He has over 35 affiliations in scientific, professional, and academic institutions worldwide and 25+ honorary doctorates.
Sanjiv K Aiyar

He has 40+ years of APAC and global experience in technology and telecoms and is the founder CEO of ApKar Consulting Pte. Ltd. a strategy consulting company focused on growth advisory.
Recognised for growth, Sanjiv has re-engineered operations, strengthened cyber risk management, and accelerated technology adoption. His expertise spans business turnaround, digital leadership, and talent transformation, combining a rare background of US multinational corporations and Singapore government-linked corporations (GLCs). Sanjiv is fluent in English, Tamil, and Hindi and is a member of the Singapore Institute of Directors (MSID).
Prior Experience: He is on the Board of Governors of IIM-C, a member of the CII (Confederation of Indian Industries) National Committee on Biotechnology, and a former Vice Chairman of TiE Singapore. He has been in advisory roles across a range of innovative companies in VR Sports, EdTech, Cybersecurity, Health Tech/Biotech, AI, Fintech, and IT services.
